BUYER GUIDE 2026

How to buy property in Dubai in 2026: the complete guide

This guide walks through the whole purchase — choosing between ready and off-plan, building a real budget, protecting your payments, registering the property and what ownership can and cannot give you, such as residency. Official figures come from the Dubai Land Department (DLD) and federal pages summarised in our sourced guides; market figures come from 1,076 Dubai off-plan projects in our project data.

Who can buy property in Dubai?

Foreign buyers — residents and non-residents — can buy freehold property in Dubai’s designated freehold areas, which include most of the communities where new projects launch. Ownership is registered with the Dubai Land Department, which issues the title deed (or, for off-plan, registers the sale contract until handover). Buyers from any nationality should still check the specific project, the payment route from their home country and any personal restrictions with the bank and the developer before reserving.

Off-plan suits buyers who prefer to spread payments and buy at launch; ready property suits buyers who need to live in or rent out immediately. See the full comparison in off-plan vs ready.

Budget: price plus fees

The advertised price is only part of the cost. According to the DLD’s published fee page, the sale registration fee is 2% for the buyer and 2% for the seller (4% in total); in off-plan sales who pays which share is set in the developer’s sales offer and contract. There are also registration-trustee and admin fees, and — with a mortgage — valuation, bank and mortgage-registration costs. After purchase, budget for service charges, maintenance and insurance. The detailed checklist with official sources is in Dubai property buying costs.

Worked example (illustrative only): 4% of AED 1,000,000 is AED 40,000. Always confirm the current figures and each party’s share in writing before signing.

Step by step: buying off-plan

  1. Set budget and goal. End use (living, renting, resale), total budget including fees, and how much you can pay during construction versus at handover.
  2. Shortlist projects. Compare area, developer track record, starting price, payment plan, handover date and unit layouts. Our off-plan project search lists current options.
  3. Check the project officially. Confirm the project’s registration and status on the DLD project-status service and the escrow account name in the contract.
  4. Reserve the unit. Usually with a booking form and an initial payment; get the official payment schedule with dates and amounts.
  5. Sign the sale and purchase agreement (SPA). Read the handover date, delay clauses, specifications, service-charge estimate and resale/assignment terms.
  6. Register the contract. Off-plan sales are registered with the DLD (the Oqood register); keep the registration certificate.
  7. Pay instalments into escrow. Pay only to the project’s registered escrow account and keep every receipt.
  8. Handover and title deed. Inspect the unit (snagging), settle the final payment and fees, then receive keys and the title deed.

How your money is protected

Under Dubai Law No. 8 of 2007, developers selling off-plan must place buyers’ payments in an escrow account registered for that project, and the money is released against construction progress. Before each payment, match the escrow account name and number with your contract and the official record. Details and official links are in our escrow guide.

Buying from abroad

Most steps — viewing by video, reservation, signing and payment — can be handled remotely, and some buyers appoint a representative through a legally notarised power of attorney for registration or handover. Payments must come through traceable banking channels in the buyer’s name; check with your bank what is possible from your country before you reserve. Majeed can run video walkthroughs of show apartments and projects and coordinate the paperwork.

Residency through property

Buying property does not automatically give residency. The DLD offers a property-investor residence service, and the federal ICP describes a separate Golden Visa route for real-estate investors; the DLD Golden Visa page cites a purchase value of at least AED 2,000,000 with full ownership in the applicant’s name. Conditions for off-plan, mortgaged and jointly owned property differ — read residency through property and confirm with the authority before relying on it.

What budgets buy today

In our project data (3 November 2026), 1,076 available Dubai off-plan projects listed a starting price: 407 started under AED 1 million, the median starting price was AED 1,300,000, and 404 published a down payment of 10% or less. See prices by area and best areas for off-plan.

Frequently asked questions

Can foreigners buy property in Dubai?

Yes. Non-UAE nationals can buy freehold property in Dubai’s designated freehold areas, registered with the Dubai Land Department.

What are the fees when buying property in Dubai?

The DLD lists a 4% sale registration fee (2% buyer, 2% seller), plus registration-trustee and admin fees; mortgages add bank and registration costs. See buying costs.

Is off-plan property in Dubai safe?

Payments must go into the project’s registered escrow account under Dubai Law No. 8 of 2007. Check the project on the DLD status service and read the SPA’s delay and handover clauses.

Can I buy Dubai property without visiting?

Yes, most steps can be done remotely with video viewings, electronic signing and bank transfers; a notarised power of attorney can cover registration or handover.

Does buying property give a UAE Golden Visa?

Only if the purchase meets the conditions of the specific route; the DLD Golden Visa page cites at least AED 2,000,000 with full ownership. See residency guide.
